I may be wrong but the hole has been made smaller with a piece of fibreglass. I'll try and get a picture in the next few days so someone might be able to clarify.

it's obvious the heater nut can be removed. however on the right side, i don't know how remove the bolt as i don't have access to the nut from the rear. i have the minitec a/c unit below so it's near impossible to access the nuts from the rear without removing the unit; which i want to avoid doing. here's a couple pics of my current switch panel.
